In late 2001, and early 2002, the developer, and builder (DR HORTON) were in the permit, EIR impact stage of the building process. The City of Oxnard, and the County of Ventura were both cut in for a piece of the corporate pie. Above, and beyond the millions a year in taxable revenue that would be added to city, and county coffers.
AT THE VERY SAME TIME; I AM TALKING PUBLICLY ABOUT "LONG TERM, AND MASSIVE, "TOXIC CHEMICAL CONTAMINATION OF THE GROUND WATER" DIRECTLY ACCROSS THE STREET FROM THIS HIGH END CASH MAGNET.
So, on one side of Victoria Ave. in west Oxnard;
You have the owners of the commercial real estate property, (Tiger Real Estate Fund LP) that is the "source site" of the long-term massive toxic chemical contamination of the groundwater, in west Oxnard. That didn't report the groundwater contamination to the EPA, or CAL-OSHA.
Who have over one billion dollars of local (City of Oxnard-City of Ventura) commercial real estate holdings at risk of being lost after years of civil litigation over the length, and breadth of their "unreported" toxic chemical contamination of the groundwater. (Brought by the "hundreds of homeowners" who have properties that are impacted by this toxic contamination.)
PLUS: Tiger's "limited partner investors" (City of Oxnard- City of Ventura-County of Ventura- employees pension funds monies.) That total in the tens of millions, that would be frozen, and then bled off, before all of this was litigated out in court.
Providing; one Hell of a lot of motive for the rule of law, and Constitutional guarentees to be tossed out the window. Especially in a case that started with my talking loud, and publiclly about; "Toxic chemical contamination of the groundwater" At Tiger's commercial source site.

And directly accross Victoria Ave. From this toxic chemical source site. That I am publiclly speaking out about at the same time as crucial/critical permits/waivers/exemptions/ (which all require the approval of many public agency heads, and city and county board members;
You have the largest, multi-phased, planned community/commercial real estate developments in the City of Oxnard's and Ventura County's history, quietly, and under the publics radar, consolidating all of the permits, waivers, exemptions, etc. necessary to start building almost a square mile of million dollar homes with private boat docks, on newly dug man-made channels; Condominiums that are close to a million dollars each. (Over-looking all of this maritime splendor) Over 169,000 sq. ft. of high end commercial real estate. (Think Von's Super-Store, Starbucks, etc.) And; Phase four; A world class, four star resort. (Which the developers claim will rival anything. Anywhere.)
Can you imagine their feelings, and reactions to someone talking about not just; "contamination of the groundwater" But speaking publiclly about; "LONG TERM, MASSIVE, TOXIC CHEMICAL CONTAMINATION OF THE GROUNDWATER?"
RIGHT ACCROSS THE STREET FROM WHERE ALL OF THESE HUNDREDS OF MILLIONS OF DOLLARS HAD JUST BEEN INVESTED?
